Check the conjuncts

Unicode, not legacy fonts
Older Gujarati documents were often typed in legacy fonts such as Terafont, which store letters in the slots of Latin ones. Text from those needs converting to Unicode before it displays in these fonts.

Gujarati needs a text engine that forms conjuncts. Word and current browsers handle it. In Photoshop, switch to the Middle Eastern and South Asian text engine under Preferences → Type.
